The Upper and Lower Canada were united by the Act of Union (1840) to form the Province of Canada, as recommended by Durham. Upper Canada becomes known as Canada West and Lower Canada as Canada East. Louis Riel, a French Canadian Métis, led rebellions in Manitoba 1869-70 and 1885, because of the treatment of native and Métis peoples. These rebellions became known respectively as the Red River Rebellion and the North-West Rebellion. The Royal Canadian Mounted Police were created in 1873 to bring law and order in the west. In response to terrorism during 1960, Prime Minister Pierre Trudeau declared martial law using the War Measures Act. A Federal government inquiry later revealed that under Prime Minister Pierre Trudeau's demand, some RCMP agents infiltrated the group and pushed them towards terrorist actions in order to gain evidence of the groups willingness to commit terrorist acts. In the late second half of the 20th century, many citizens of the French-speaking province of Quebec sought greater sovereignty for their province. This movement led the federal parliament on July 7, 1969, to make the French language equal to the English throughout the Canadian federal government. This started a process that led to Canada redefining itself as a bilingual and multicultural nation. Acadians are the original French settlers of parts of the northeastern region of North America comprising what is now the Canadian provinces of Nova Scotia, New Brunswick and Prince Edward Island. Although Acadians and Quebeckers are two French-Canadian cultures, Acadia was founded 4 years before Quebec and in a geographically separate area. As such, both cultures are different. Great Britain acquired Canada by the Treaty of Paris (1763) when King Louis XV of France and his advisors chose to keep the territory of Guadeloupe for its valuable sugar crops instead of New France, which was viewed as a vast, frozen wasteland of little importance to the French colonial empire. By the British Royal Proclamation of 1763, Canada (part of New France) was renamed the Province of Quebec. The multimedia sector is quite strong and even stronger since the arrival of Electronic Arts in 2003. Notably, Montreal is home to two major creators of 3D animation software: Softimage and Discreet. The computer services, software development, and consulting branch employs 60,000 specialized workers. The province's three largest hydro-electric projects are built on La Grande Rivière. The extreme north of the province, now called Nunavik, is subarctic or arctic and is home to part of the Inuit nation. Made up of members of the Quebec National Assembly the cabinet is similar in structure and role to the Cabinet of Canada while being smaller in size. As federal and provincial responsibilities differ there are a number of different portfolios between the federal and provincial governments. In 2004 a "Congrès mondial acadien" was held in Nova Scotia to celebrate the 400th anniversary of the arrival of the first French speaking settlers in Canada. Musical festivals and theatrical productions displayed Acadian culture, and academics debated the meaning of Acadia in the 21st century. The name Quebec, which comes from the Mi'kmaq word Gepèèg meaning "strait," originally meant the narrowing of the St. Lawrence River off what is currently Quebec City. The term Dominion was chosen to indicate Canada's status as a self-governing colony of the British Empire (the first time it would be so used in reference to a country) while still acknowledging political ties. As explained in the article on dominion, this was an old British term for a type of government used in New England, and presumably resurrected for new purposes. During 1867 the parliament of the United Kingdom passed the British North America Act, by which the Province of Canada, New Brunswick, and Nova Scotia join to form the country of Canada. Canada East becomes the province of Quebec. Canada remained self-governing locally, but the British continued to control its external affairs.
