The Government of Quebec awards an order of merit called the National Order of Quebec. It is inspired in part by the French Legion of Honour. It is conferred upon men and women, either Quebec citizens or foreigners, for outstanding achievements. Canada is a federation of ten provinces and three territories, governed as a parliamentary representative democracy. Initially constituted through the British North America Act of 1867 and styled the Dominion of Canada, Canada retains a constitutional monarchy, recognizing Queen Elizabeth II as its head of state and Queen of Canada. Canada's official languages are English and French. The Constitutional Act of 1791 divided Quebec into Upper Canada (the part of present-day Ontario south of Lake Nipissing plus the current Ontario shoreline of Georgian Bay and Lake Superior) and Lower Canada (the southern part of present-day Quebec). Upper Canada's first capital is Newark (present-day Niagara-on-the-Lake); in 1796 it is moved to York, now Toronto. In 1999, representatives the far-flung Wendat bands of Quebec, Kansas, Oklahoma and Michigan gathered at their historic homeland in Midland, Ontario, and formally re-established the Wendat Confederacy. The western Hurons eventually established themselves in the area of Ohio and southern Michigan. It is this group that became commonly known to English speakers as "Wyandots" (notably in James Fenimore Cooper's novel Wyandotte, published in 1843). By far the most important factor which opened the west to settlement and linked east to west was the construction of the transcontinental Canadian Pacific Railway which had been promised to the colony of British Columbia in 1871. Once the CPR was opened to Vancouver in 1885, the city quickly grew to become one of Canada's largest cities. Debates included the best ways of preserving Acadian culture in an overwhelmingly English area, and what exactly an Acadian is in 2004. Some Acadians do not recognize more recent immigrants as true Acadians, although most people accept any French speaking maritimer as an Acadian. Often described as a crossroads between Europe and America, Quebec is home to a people that has the privilege of being connected to the strong cultural currents of the United States, France, and the British Isles all at the same time. Lévesque put sovereignty-association before the voters in the 1980 Quebec referendum. Sixty percent of the Quebec electorate voted against it. Canada's largest province, occupies a vast territory (nearly three times the size of France), most of which is very sparsely populated. More than 90 percent of Quebec's area lies within the Canadian Shield, a large part of which was historically referred to as the Ungava Region. North of the St. Lawrence River Valley, the territory of Quebec is extremely rich in resources in its coniferous forests, lakes, and rivers—pulp and paper, lumber, and hydroelectricity are still some of the province's most important industries.
