Agitation for union or confederation of the colonies within B.N.A. grew in the first half of the nineteenth century. After the rebellions of 1837-8, the colonies of Lower and Upper Canada were united in one government, the Province of Canada, with the Act of Union (1840), in a failed attempt to assimilate the French Canadians. The government of Quebec consists of all the ministries and governmental branches that do not have the status of independent institutions such as municipalities and regional county municipalities. Research-related jobs are concentrated chiefly in the seven Quebec City region research centres, while production operations are mostly located in the Greater Montreal area. Quebec counts some 20 businesses in the laser, optical fibre, image processing, and related sectors. Canada's capital is Ottawa, home of the nation's Parliament. Both the Governor General of Canada, who exercises the personal prerogatives delegated by the monarch (the head of state), and the Prime Minister, who is the head of government, have official residences in Ottawa. By far the most important factor which opened the west to settlement and linked east to west was the construction of the transcontinental Canadian Pacific Railway which had been promised to the colony of British Columbia in 1871. Once the CPR was opened to Vancouver in 1885, the city quickly grew to become one of Canada's largest cities. A first in North America, the Commission d'accès à l'information du Québec (Quebec Commission on Access to Information) is an institution created in 1982 to administer the Quebec legislative framework of access to information and protection of privacy. The St. Lawrence River Valley is a fertile agricultural region, producing dairy products, fruit, vegetables, maple sugar (Quebec is the world's largest producer), and livestock. The Acadians became British subjects when France ceded Acadia by the Treaty of Utrecht (1713), and Acadia became known as Nova Scotia. When the French and Indian War began in 1754, the British government, doubting the neutrality of the Acadians, demanded that they take an oath of allegiance to the Crown. Most Acadians refused. The most populated region is the Saint Lawrence River Valley in the south, where the capital, Quebec City, and the largest city, Montreal, are situated. North of Montreal are the Laurentians, a range of ancient mountains, and to the East are the Appalachian Mountains which extends into the Eastern Townships and Gaspésie regions. The name Quebec, which comes from the Mi'kmaq word Gepèèg meaning "strait," originally meant the narrowing of the St. Lawrence River off what is currently Quebec City. The Huron lived in villages spanning from one to ten acres (40,000 m²), some of which were fortified in defense against Iroquois attack. They practised agriculture and lived in long houses similar to the Iroqouis. Villages were abandoned every few decades as the nearby forest grew thin and the soil became less fertile. In response to terrorism during 1960, Prime Minister Pierre Trudeau declared martial law using the War Measures Act. A Federal government inquiry later revealed that under Prime Minister Pierre Trudeau's demand, some RCMP agents infiltrated the group and pushed them towards terrorist actions in order to gain evidence of the groups willingness to commit terrorist acts.
