Originally a union of former French and British colonies, Canada is a Commonwealth Realm, and a member of La Francophonie and the Commonwealth of Nations. Canada is officially bilingual The province, Canada's largest, occupies a vast territory (nearly three times the size of France), most of which is very sparsely populated. In 2003, at the request of Acadian representatives, Elizabeth II, Queen of Canada, issued a proclamation officially acknowledging the deportation and establishing July 28 as a day of commemoration. The day of commemoration is observed by the Canadian government, as the successor to the British, but not by the British government which carried out the expulsion. Some of the Acadians who were deported in 1755 were encouraged by the French king to settle in Louisiana, where their descendants, the Cajuns, have become a dominant cultural influence in many a Louisiana parish. The vast territory of Quebec is divided into 17 administrative regions. Inside the regions, there are municipalities and regional county municipalities (RCMs). This was formalised in 1867 through Canadian Confederation: the British North America Act (Section 3) created "One Dominion under the Name of Canada," or "une seule et même Puissance sous le nom de Canada" in French (which until 1982 had no constitutional equality with English as a text). The word "dominion" in "Dominion of Canada" is usually translated with the English loan-word dominion in French, but French really has no equivalent. Like at the federal level the most important cabinet post after that of the leader is Minister of Finance. Today the next most powerful position is certainly the health portfolio which has a vast budget and is of central political import. Other powerful porfolios include Education and Energy. Louis Riel, a French Canadian Métis, led rebellions in Manitoba 1869-70 and 1885, because of the treatment of native and Métis peoples. These rebellions became known respectively as the Red River Rebellion and the North-West Rebellion. The Royal Canadian Mounted Police were created in 1873 to bring law and order in the west. Of the total Canadian venture capital funding 52 per cent is managed in Quebec with 61 per cent of available funds invested in technology. The settlement of western Canada was the most important accomplishment of post-confederation Canada, but it was not achieved without conflict. Between 1871 and 1877 a series of seven treaties were signed with indigenous tribes in Northwestern Ontario and the Northwest Territories, including one with Sioux who had fled across the border from the United States cavalry. August 15th, the feast of the Assumption, is the national feast day of the Acadians. The flag of the Acadians is the French tricolour with a golden star in the blue section, which symbolizes the Blessed Virgin Mary, the "Star of the Sea". The national anthem of the Acadians is "Ave, maris stella". On that day, the Acadians celebrate by having the tintamarre which consists mainly of a big parade where people can dress up with the colours of Acadia and make a lot of noise with basically anything. In 1977 Quebec adopted the Charter of the French Language, which recognized French as the only official language. Two referendums were held on independence for Quebec, in 1980 and 1995. In both cases the referendums were defeated, with first 60 per cent then 50.6 per cent of the vote opposed to independence. New Brunswick became officially bilingual in 1969. Other provinces with significant French-speaking minorities such as Ontario, Manitoba, and Nova Scotia provide government services in French and guarantee French schools. An apocryphal explanation of the origin of the name Canada is that Spanish cartographers, not having explored the northern part of the continent, wrote Acá nada ("nothing here") on that part of their maps.
