This was formalised in 1867 through Canadian Confederation: the British North America Act (Section 3) created "One Dominion under the Name of Canada," or "une seule et même Puissance sous le nom de Canada" in French (which until 1982 had no constitutional equality with English as a text). The word "dominion" in "Dominion of Canada" is usually translated with the English loan-word dominion in French, but French really has no equivalent. In 2004 a "Congrès mondial acadien" was held in Nova Scotia to celebrate the 400th anniversary of the arrival of the first French speaking settlers in Canada. Musical festivals and theatrical productions displayed Acadian culture, and academics debated the meaning of Acadia in the 21st century. The American folklore hero, Paul Bunyan, is believed by some to have been influenced if not inspired by Acadian stories about lumberjacks. Canada is also the official longform name most commonly used. Some contend, however, that usage of the term Dominion of Canada is still proper and is the country's 'official' longform name. While the Canada Act 1982 does not use the term Dominion, neither does it amend the earlier usage. In any event, the Dominion of Canada or Dominion are still rarely used to distinguish the federal government from the provinces. Once the 49th parallel north was agreed to by the U.S. as the border separating itself from western British North America, the British government created the Pacific coast colonies of British Columbia in 1848 and Vancouver Island in 1849. Then by 1854, the Governal General of British North America James Bruce, 8th Earl of Elgin signed a significant trade agreement with the United States. To accommodate the many British Loyalists who were persecuted and expelled from the United States during and after the revolution, Britain created in 1784 the province of New Brunswick and in 1791 divided Quebec into two provinces, Lower Canada and Upper Canada. British colonies were drawn into the War of 1812 between Britain and the United States, one of whose effects was to give rise to the first sense of collectivism amongst B.N.A. Subsequent disputes that arose between B.N.A. and the U.S. over trade, fishing, and boundaries were settled peaceably despite American threats of war. Originally a union of former French and British colonies, Canada is a Commonwealth Realm, and a member of La Francophonie and the Commonwealth of Nations. Canada is officially bilingual After 1627, King Louis XIII of France introduced the seigneurial system and forbade settlement in New France by anyone other than Roman Catholics, ensuring that welfare and education was kept firmly in the hands of the church. New France became a royal province in 1663 under King Louis XIV of France and the intendant Jean Talon. After 1867, other British North American colonies and territories joined or were incorporated into the Canadian confederation. By 1880 Canada included all of its present area, including the vast Arctic lands acquired from the Hudson's Bay Company, with the exception of Newfoundland and Labrador (which joined in 1949). The Acadians became British subjects when France ceded Acadia by the Treaty of Utrecht (1713), and Acadia became known as Nova Scotia. When the French and Indian War began in 1754, the British government, doubting the neutrality of the Acadians, demanded that they take an oath of allegiance to the Crown. Most Acadians refused. They traded for tobacco with their southern neighbors, the Attiwandaron, or the Neutral Nation, so-called because they remained neutral in the conflict between Huron and Iroquois. This tobacco they then traded to the French. They forcibly prevented the Neutrals from establishing direct trade with the French, and as such were able to command huge profits as middlemen.
