The National Assembly of Quebec is part of a legislature based on the Westminster System. However, it has a few special characteristics, one of the most important ones being that it functions primarily in French, although English is allowed and the Assembly's records are published in both English and French. The representatives of the Quebec people are elected with the first-past-the-post electoral method. Established in 1973, the Conseil du status de la femme (Council on the Status of Women) is a government advisory and study council responsible for informing the government of the status of women's rights in Quebec. The council is made of a chair and 10 members appointed by the Quebec government every four to five years. The head office of the council is in Quebec City and it has 11 regional offices throughout Quebec. In 1774, the British Parliament passed the Quebec Act that helped ensure the survival of the French language and French culture in the region. The Act allowed Quebec to maintain the French Civil Code as its judicial system and sanctioned the freedom of religious choice, allowing the Roman Catholic Church to remain. Made up of members of the Quebec National Assembly the cabinet is similar in structure and role to the Cabinet of Canada while being smaller in size. As federal and provincial responsibilities differ there are a number of different portfolios between the federal and provincial governments. Canada is an independent sovereign state in northern North America, the northern-most country in the world, and the second largest in total area. Bordering the United States, its territorial claims extend north into the Arctic Ocean as far as the North Pole. Canada's capital is Ottawa, home of the nation's Parliament. Both the Governor General of Canada, who exercises the personal prerogatives delegated by the monarch (the head of state), and the Prime Minister, who is the head of government, have official residences in Ottawa. The approximately 3,000 Huron-Wendat in Quebec are primarily Catholic and have French as their first language, although there are currently efforts afoot to promote the use and study of the Wendat language. For many decades, a leading source of income for the Huron-Wendat of Quebec has been selling pottery and other locally produced crafts. Quebec's aerospace industry is ranked sixth in the world for its production value. Montreal is the second aerospace centre after Seattle and before Toulouse. The some 260 companies of the aerospace sector employ 40,000 people. Various international organizations have established their headquarters in Quebec, notably the International Air Transport Association and the International Civil Aviation Organization. In 1977 the newly elected Parti Québécois government of René Lévesque introduced the Charter of the French Language. Often known as "Bill 101", it defined French as the only official language of Quebec and is to this day still controversial and widely misunderstood inside and outside Quebec by the English speaking population. Notable Acadians include singer Angele Arsenault, writer Antonine Maillet, boxer Yvon Durelle, former Governor General Roméo LeBlanc, and former New Brunswick premier Louis Robichaud, who was the first Acadian premier and who was responsible for modernizing education and the government of New Brunswick in the mid-20th century. The motto of Quebec is Je me souviens (I remember), which is carved into the Parliament Building façade in Quebec City(Ville de Québec) and is seen on the coat of arms and the licence plates. After the Patriotes Rebellion of 1837, the British government merged the Canadas into one Province of Canada in 1841. However, the union proved contentious. In 1867 the Province of Canada, joining with the other British colonies of New Brunswick and Nova Scotia in the Canadian Confederation, was redivided into its two parts, under the names Ontario and Quebec.
