Research-related jobs are concentrated chiefly in the seven Quebec City region research centres, while production operations are mostly located in the Greater Montreal area. The French allied with the Huron, because they were the most advanced trading nation at the time. The Iroquois tended to be allies of the English, who took advantage of their hatred of the Hurons and their new French allies. The settlement of western Canada was the most important accomplishment of post-confederation Canada, but it was not achieved without conflict. Between 1871 and 1877 a series of seven treaties were signed with indigenous tribes in Northwestern Ontario and the Northwest Territories, including one with Sioux who had fled across the border from the United States cavalry. The Canada Act 1982, an Act of Parliament passed by the British Parliament that severed virtually all remaining constitutional and legislative ties between the United Kingdom and Canada. Basque fishermen from southern Europe began fishing the Grand Banks off Newfoundland as early as the 15th century. In the 16th and 17th centuries English and French colonials established settlements in eastern Canada largely to support fishing or fur trade. French settlement began with Samuel de Champlain and Pierre Dugua, Sieur de Monts, first in Acadia in 1604, then Québec in 1608.
