Canada is a technologically advanced and industrialized nation, largely self-sufficient in energy due to its relatively large deposits of fossil fuels, nuclear energy generation, and hydroelectric power capabilities. Its economy has traditionally relied heavily on the abundance of natural resources and trade, particularly with the United States, with which it has a long, extensive relationship. The name Quebec, which comes from the Mi'kmaq word Gepèèg meaning "strait," originally meant the narrowing of the St. Lawrence River off what is currently Quebec City. At least 13,000 men were prepared to go to war as a declaration of independence was read at Napierville to a crowd of several thousand in 1838. The Patriotes, however were defeated after battles at Camp Baker (Sainte-Martine), Lacolle, Odelltown, and Beauharnois. In 1844 however, the Canadien Patriotes were pardoned and those with enough money for their passage were allowed to return. The name "Canada" is believed to have originated from a Huron-Iroquoian word, Kanata meaning "village" or "settlement" or "collection of huts". Maps made by early European explorers show that the name River Canada was given to the Ottawa River, and the Saint Lawrence River below Montreal. A plausible hypothesis is that the river was named for the village on its banks, and the surrounding country for the river used to explore it. In the late second half of the 20th century, many citizens of the French-speaking province of Quebec sought greater sovereignty for their province. This movement led the federal parliament on July 7, 1969, to make the French language equal to the English throughout the Canadian federal government. This started a process that led to Canada redefining itself as a bilingual and multicultural nation. To accommodate the many British Loyalists who were persecuted and expelled from the United States during and after the revolution, Britain created in 1784 the province of New Brunswick and in 1791 divided Quebec into two provinces, Lower Canada and Upper Canada. British colonies were drawn into the War of 1812 between Britain and the United States, one of whose effects was to give rise to the first sense of collectivism amongst B.N.A. Subsequent disputes that arose between B.N.A. and the U.S. over trade, fishing, and boundaries were settled peaceably despite American threats of war. The Executive Council is the body responsible for decision-making in the government. It is composed of the Premier (in French Premier ministre), the government ministers, the ministers of state and delegate ministers. The Executive Council directs the government and the civil service, and oversees the enforcement of laws, regulations and policies. Together with the lieutenant governor, it constitutes the government of Quebec. See also Premier of Quebec. Once the 49th parallel north was agreed to by the U.S. as the border separating itself from western British North America, the British government created the Pacific coast colonies of British Columbia in 1848 and Vancouver Island in 1849. Then by 1854, the Governal General of British North America James Bruce, 8th Earl of Elgin signed a significant trade agreement with the United States.
