The Office québécois de la langue française (Quebec Office of the French language) is an organization created in 1961. Its mandate was greatly expanded by the 1977 Charter of the French Language. It is responsible for applying and defining Quebec's language policy pertaining to linguistic officialization, terminology and francization of public administration and businesses. Canada's largest province, occupies a vast territory (nearly three times the size of France), most of which is very sparsely populated. More than 90 percent of Quebec's area lies within the Canadian Shield, a large part of which was historically referred to as the Ungava Region. The Upper and Lower Canada were united by the Act of Union (1840) to form the Province of Canada, as recommended by Durham. Upper Canada becomes known as Canada West and Lower Canada as Canada East. Post-confederation history is largely a story of territorial consolidation and the working out of the relative powers of the federal and provincial governments. By 1931 with the Statute of Westminster, Canada received the status of equality. The patriation of the Constitution of Canada in 1982 broke the last legal link of subordination with the Parliament of the United Kingdom, although Canada chose to retain the shared monarchy as its state figure-head. Canada is thus a constitutional monarchy. After France chose to keep Guadaloupe instead of the Quebec portion of New France in the 1763 Peace Treaty of Paris, civil government was established in Quebec via the British Royal Proclamation of 1763 and inaugurated on August 10, 1764. The three Quebec districts were united into the province of Quebec. The vast and virtually uninhabited northern region created the massive Province of Quebec as seen today. This huge new addition to Quebec bordered James Bay and is where Quebec is located in eastern Canada, bordered by Ontario and Hudson Bay to the west, Atlantic Canada to the east, the U.S. (Maine, New Hampshire, Vermont and New York States) to the south, and the Arctic Ocean to the north. The Executive Council of Quebec (informally and more commonly, the Cabinet of Quebec and in French Le Conseil des ministres) is the cabinet of the Canadian province. The name Quebec, which comes from the Mi'kmaq word Gepèèg meaning "strait," originally meant the narrowing of the St. Lawrence River off what is currently Quebec City. Basque fishermen from southern Europe began fishing the Grand Banks off Newfoundland as early as the 15th century. In the 16th and 17th centuries English and French colonials established settlements in eastern Canada largely to support fishing or fur trade. French settlement began with Samuel de Champlain and Pierre Dugua, Sieur de Monts, first in Acadia in 1604, then Québec in 1608. The Acadians today inhabit the north and east shores of New Brunswick, the area around Moncton, the Magdalen Islands, and smaller pockets in Prince Edward Island and Nova Scotia such as Chéticamp, Clare, Annapolis Valley, Halifax-Dartmouth, Pomquet, Richmond and Sydney. There are also people of Acadian ancestry in Maine and Quebec. Acadians speak a dialect of French called Acadian French. Many of those in the Moncton area speak Chiac. The American folklore hero, Paul Bunyan, is believed by some to have been influenced if not inspired by Acadian stories about lumberjacks. Canada is also the official longform name most commonly used. Some contend, however, that usage of the term Dominion of Canada is still proper and is the country's 'official' longform name. While the Canada Act 1982 does not use the term Dominion, neither does it amend the earlier usage. In any event, the Dominion of Canada or Dominion are still rarely used to distinguish the federal government from the provinces. Once the 49th parallel north was agreed to by the U.S. as the border separating itself from western British North America, the British government created the Pacific coast colonies of British Columbia in 1848 and Vancouver Island in 1849. Then by 1854, the Governal General of British North America James Bruce, 8th Earl of Elgin signed a significant trade agreement with the United States. The first law related to privacy protection is the Consumer Protection Act, enacted in 1971. It ensured that all persons had the right to access their credit record. A little later, the Professional Code enshrined principles such as professional secrecy and the confidential nature of personal information.
