French explorers and settlers encountered the Hurons in the 17th century. The French, in particular members of the Catholic Jesuit Order, learned their language and examined their social organization. The Huron were divided into various "nations," comprising the Huron Confederacy. These nations were four to six in number, and included the Arendarhonon, the Tahontaenrat, the Attigneenongnahac, the Attignawantan, of whom the Ataronchronon seem to have been a subdivision.

Quebec retained its seigneurial system and civil law code after France's giving of the territory to England. Owing to an influx of Loyalist refugees from the US Revolutionary War, the Constitutional Act of 1791 saw the colony divided in two at the Ottawa River; the western part became Upper Canada and changed to the British legal system. The eastern part was named Lower Canada.

The Quebec Ombudsman is a governmental institution responsible for handling complaints from individuals, companies and associations who believe the government of Quebec or any of its branches has made an error or treated them unjustly. The Ombudsman has certain powers defined by the Public Protector Act. The Quebec Ombudsman has a social contract with Quebecers to ensure the transparency of the state.

To accommodate the many British Loyalists who were persecuted and expelled from the United States during and after the revolution, Britain created in 1784 the province of New Brunswick and in 1791 divided Quebec into two provinces, Lower Canada and Upper Canada. British colonies were drawn into the War of 1812 between Britain and the United States, one of whose effects was to give rise to the first sense of collectivism amongst B.N.A. Subsequent disputes that arose between B.N.A. and the U.S. over trade, fishing, and boundaries were settled peaceably despite American threats of war.

North of the St. Lawrence River Valley, the territory of Quebec is extremely rich in resources in its coniferous forests, lakes, and rivers—pulp and paper, lumber, and hydroelectricity are still some of the province's most important industries.

Agitation for union or confederation of the colonies within B.N.A. grew in the first half of the nineteenth century. After the rebellions of 1837-8, the colonies of Lower and Upper Canada were united in one government, the Province of Canada, with the Act of Union (1840), in a failed attempt to assimilate the French Canadians.

The government of Quebec consists of all the ministries and governmental branches that do not have the status of independent institutions such as municipalities and regional county municipalities.

Particularly strong are the sectors of telecommunications, multimedia software, computer services and consulting, microelectronics and components.

Made up of members of the Quebec National Assembly the cabinet is similar in structure and role to the Cabinet of Canada while being smaller in size. As federal and provincial responsibilities differ there are a number of different portfolios between the federal and provincial governments.

Present-day Canada has been inhabited by its First Nations and their ancestors (first Paleo-Indians, then Archaic Indians) for ten millenia. Inuit arrived after 500 AD and settled in Canada's northernmost region. Canada is believed to have been first visited by Europeans around 1000, when the Vikings briefly settled at L'Anse aux Meadows.

In 1774, the British Parliament passed the Quebec Act that helped ensure the survival of the French language and French culture in the region. The Act allowed Quebec to maintain the French Civil Code as its judicial system and sanctioned the freedom of religious choice, allowing the Roman Catholic Church to remain.
